At home, Washington was a member of a defunct military program, Project Freelancer. Said program broke down after a number of injustices were caused by the director running the project, resulting in most of the agents abandoning ship and going into hiding. Wash was not one of these, however. Right at the end, he'd had an AI implanted into his head, Epsilon, that wasn't stable. Essentially, it lost it and tried to kill itself in Wash's head, causing a psychological break in the Freelancer as well.
He recovered eventually, for the most part, and started working Recovery for what was left of Project Freelancer. At least, until he found a way to shut it down for good. Along the way there were a number of betrayals, a lot of yelling at the idiots he needed help from, but eventually he managed to destroy the Freelancer Command facility, sending the final AI, Epsilon, off with some simulation troopers to hand in to authorities, to be used as proof of the Director's crimes.
For his actions, however, Wash landed himself in prison. He was convicted of three counts dereliction of duty, eight counts of conspiracy to commit treason, seven counts destruction of protected, classified military property. Being in jail, he's surprised to learn, when he gets a call from Caboose, one of the sim troopers, to learn that for their help with taking down the remainder of Freelancers, they'd all been given new bases. And hadn't handed Epsilon in like they'd been supposed to. Wash gets pissed. He gets so pissed. He requests a meeting with the one in charge of the prison, but he was brought back to the Moira instead.
Most people who have met or heard about Wash may be accustomed to the dorky, naive, caring person that he was. The one who leaped in to help whoever he could, who wanted to make people feel better, and was generally kind of a sensible weenie. However, when he woke up from cryo a few days after being put there because no one knew how to deal with the breakdown he'd had or the catatonic state he'd fallen into, he was a completely different person.
After all of his experiences so far in life, he's far from a happy person. His got a lot of anger, his bitter, and he has very little patience when it comes to dealing with people. Closed off against the world, he hides his emotions with a mask of a face that he's been working on for years, and wearing his helmet as constantly as possible helps, too. There's no trust left in him, not even a scrap. He's trusted and been betrayed far too many times for there to still be any hanging around.
As well, he's incredibly strong-willed. When he's determined to make something happen, he does everything he can to get there. Anything. At this point? That even includes killing people who get in his way. He's lost a chunk of his empathy and has more or less given up on people and the world, anyway. He expects anyone he's working with to follow his orders and behave appropriately. Bickering is something he will not handle, he hasn't got the patience for it and he really couldn't care less about your problems. He doesn't share information easily. If you're working with him, you'll get all the information you need to be useful, and that's it.
Since his recovery from Epsilon, he's not entirely stable, but he's much better than he had been. He's fit enough to carry out missions, think for himself, etc. It's simply that the memories in his head do still occasionally bother him, he still has horrific nightmares, and from time to time still has trouble separating thoughts Epsilon left behind from his own.
ABILITIES |
- HAND-TO-HAND COMBAT As a highly trained "supersoldier", Wash is very talented at close quarters combat. He didn't have the highest battle rating out of all the Freelancer agents, but he was up there. He's far more talented than the average marine. Now that his improvisational skills have improved, his hand-to-hand has gotten much better as well.
- FIREARMS Wash has impeccable aim with just about any sort of gun out there. It's incredibly rare for him to miss a target. He has taken down two Hornets (military plane/helicopters) with nothing but his battle rifle and some well aimed shots. He's also very good at understanding how weapons work and picking up on how to use new ones. He's picked up a Covenant weapon that he'd never so much as seen before, and was able to fire it. He's also been able to fire a battle rifle one handed, and even cock a shotgun with one hand in mid-air.
- KNIVES Far above average combat knife skills. To go with his impeccable aim with firearms, he has the same talent when it comes to throwing knives. He's even been known to catch knives out of the air that have been thrown at him.
- RANGED COMBAT Wash is arguably much better at ranged combat than close quarters, due to being better with weapons than his bare hands. With his talent for firearms, and the battle rifle being his weapon of choice (best for mid- to long-range), it's no surprise that he's better at ranged combat that anything hand-to-hand.
- RESOURCEFULNESS He can use just about anything in a situation/area to his advantage when he's in a jam. Improvisation and coming up with a plan or even altering a plan as things get going and change has become something he has become quite adept at.
- STRONG-WILLED When Wash sets his mind to doing something, it gets done. It's difficult to deter him into stopping and even great deals of physical damage don't always stop him. It takes a lot to truly slow him down or make him give up once he has a goal in mind

WEAKNESSES |
- TRUST After being betrayed and used time and time again, even by those he considered friends, Wash has lost all ability to trust. He trusts no one but himself, which can make him incredibly difficult to work with, or even trust for yourself. He'll work with others begrudgingly when necessary because he's aware of his own limits, but don't believe he'll share all the details of a mission with you.
- ANGER With everything that has happened to him, Wash has understandably become angry and bitter. This can, on occasion, get the better of him. He has little patience, particularly for dealing with other people, and is quick to snap, lecture, and even yell. Sometimes his choices are based in anger as well.
- INSTABILITY Ever since Epsilon, complete stability is not something Wash has yet achieved. He's doing a great deal better now than in the past, but the memories are still there and it's still not always easy for him to discern which thoughts are his and which are Epsilon's.
- LOW EMPATHY Having given up on people entirely, he's lost a great deal of his empathy toward them as well. Where he used to be very kind and caring, now he couldn't care less. He'll do what it takes to get what he needs/wants, even if it means betraying people he once worked with or even killing someone for simply getting in his way, or to prove a point.
- STRENGTH Out of all his useful combat skills, strength is not one of them and never has been. It's not that he has not strength at all, more that he has no real brute strength and many soldiers are a great deal stronger than him. He's much more likely to depend on his quick wits than his strength in battle.
- PARANOIA Years of military work, lies, manipulation, and betrayal have, naturally, left Wash a very paranoid person. It has kept him alive a number of times, but it's something that can easily be exploited. Not to mention that it's hardly healthy to constantly be on edge, certain something horrible will happen/someone you're working with will, in fact, turn their back on you.
